Also known by the courtesy names Zhongshu and Zhongshu (variant) and the studio name Fulu, Chen Handi was a native of Hangzhou and a Qing Dynasty Hanlin scholar. After studying in Japan, he served as secretary to the Governor-General of the Three Eastern Provinces, later holding posts as Secretary to the Provisional President's Office, Secretary-General of the State Council, and Counselor to the Political Affairs Council, and he participated in compiling the official History of the Qing.

Beginning in his forties, Chen turned to painting flowers, bamboo, and stones, admired for their elegant discipline and classical brushwork. He also compiled Fulu Yin Cun (Seal Impressions of Fulu). This fan painting of resilient green pines—gifted to renowned architect Liang Sicheng—exemplifies his refined literati style and his lifelong devotion to art and scholarship.
