Born in Zhenjiang, Jiangsu Province, He Mo (courtesy name Qiujiang) lived in Shanghai and spent his youth in Beijing, studying with noted artists including Wu Guandai, Xuan Yugong, Chen Shizeng, Yao Hua, and Ding Foyan, eventually becoming a close disciple of Chen Shizeng. Skilled in landscape painting, He Mo was also accomplished in seal carving, calligraphy, and flower painting, and was an avid collector of art.

The inscription is by Zhou Dalie, a scholar-official and accomplished calligrapher known for his vigorous, archaic style. This work combines He Mo’s refined brush technique with Zhou’s elegant inscription, depicting two playful seagulls over rippling waters with a natural grace characteristic of early 20th-century literati painting.
